All accepted articles are:  
- Freely available worldwide via our online platform  
- Copyright-retained by authors  
- Published under a Creative Commons Attribution 4.0 International License (CC BY 4.0), permitting sharing/adaptation with proper attribution  

Article Processing Charges (APCs)  
Article Processing Charge (APC) is FREE, authors are not required to pay to cover the costs of publication, including peer review, production, and online hosting. Further details on APCs, procedures will be provided upon acceptance of the manuscript.

Ethical Considerations 
We uphold the highest standards of:  
- Research integrity in public administration/policy studies  
- Rigorous peer review for academic quality and relevance  
- COPE (Committee on Publication Ethics) compliance for publication ethics  

Archiving & Preservation  
Published articles are:  
- Deposited in multiple digital repositories (e.g., CLOCKSS, PKP PN)  
- Indexed in major databases (Scopus, Web of Science)  
- Compliant with institutional repository submissions (post-embargo)  

Authors may deposit accepted manuscripts after a 6-month embargo with proper attribution.  

Funding Transparency  
Authors must:  
- Disclose all financial support in the Funding section  
- Declare conflicts of interest  
- Acknowledge grant numbers (e.g., "Supported by [Agency] [Grant XX]")  

User Rights  
All content permits:  
- Immediate read/download access  
- Unrestricted sharing (with citation)  
- Adaptation/translation (CC BY 4.0 terms)
